This map shows the estimated probability of Clean Water Act regulation for 400,000 randomly selected points. The map shows these estimated probabilities separately for two different Clean Water Act rules — the Supreme Court's 2006 Rapanos ruling and the Trump Administration's 2020 Navigable Waters Protection Rule (NWPR). Estimates are obtained from a deep learning model with 79% accuracy; Greenhill et al. (2024) provides details. The 400,000 points are a random subset of the 4 million points that Greenhill et al. (2024) analyze; the subset is used to decrease map memory requirements. This map shows model predictions and is not intended to substitute for jurisdictional determinations from the Army Corps of Engineers.
